What Is Data Archiving?

Data archiving is the process of moving inactive data out of primary storage and into a separate, lower-cost repository where it can be retained for as long as business or legal requirements demand. Archived data is not deleted. It remains retrievable, but it no longer competes for resources with the files and records that employees use every day. For small and mid-sized businesses, archiving is one of the most practical ways to control storage costs, improve system performance, and stay on the right side of retention obligations.

Despite its importance, archiving is one of the most misunderstood stages of the data lifecycle. Many organizations treat it as synonymous with backup, or they skip it entirely and swing between hoarding everything and deleting records prematurely. Neither approach works well. A clear understanding of what archiving is, and what it is not, makes the difference between a manageable data estate and an expensive, risky one.

Archiving vs. Backup vs. Deletion

These three concepts serve fundamentally different purposes, and confusing them leads to gaps in both compliance and cost management.

Archiving moves data that is no longer actively used into long-term storage. The data retains its original format and metadata, remains searchable, and can be restored to active use if needed. The primary goals are cost reduction and compliance. Archived data is governed by retention policies that define exactly how long it must be kept.

Backup creates a point-in-time copy of active data for disaster recovery purposes. Backups exist to restore systems after hardware failure, ransomware attacks, or accidental deletion. They are not designed for long-term retention and should not be treated as an archive. Relying on backups for retention creates problems: backup sets are difficult to search, expensive to maintain indefinitely, and nearly impossible to apply granular deletion rules to when a right to erasure request arrives.

Deletion permanently removes data that has outlived its retention period and no longer carries legal or business value. Secure deletion ensures the data cannot be recovered. Deletion is the final step in the lifecycle, and it should only occur after confirming that no active retention obligation or legal hold applies.

The three work together in sequence. Active data is backed up regularly. When it is no longer needed for daily operations, it is archived. When its retention period expires and no hold applies, it is deleted.

The Business Case for Archiving

Reduced Storage Costs

Cloud storage is priced by volume. Every gigabyte of stale project files, outdated email attachments, and abandoned drafts sitting in primary storage inflates the monthly bill. Archival storage tiers, such as those offered by Microsoft 365 and Google Workspace, cost significantly less per gigabyte than standard tiers. Moving even a moderate volume of inactive data into archive storage can produce measurable savings within a single billing cycle.

Improved Performance

Large mailboxes, bloated SharePoint libraries, and overstuffed shared drives slow down search, sync, and load times. Archiving removes the dead weight. Users find what they need faster, and synchronization tools spend less time indexing files that no one has opened in years.

Compliance and Audit Readiness

Retention regulations require that certain records be kept for defined periods, but they also expect organizations to be able to locate and produce those records on request. A well-structured archive with consistent labeling and retention metadata makes it possible to respond to audits, legal discovery requests, and regulatory inquiries without scrambling through disorganized file shares.

Archiving Strategies in Microsoft 365

Microsoft 365 offers several built-in archiving mechanisms that small businesses can enable without purchasing additional software.

  • Exchange Online Archive Mailbox: An auto-expanding archive mailbox moves older email out of the primary mailbox based on age-based policies. Messages remain fully searchable in Outlook and are subject to retention labels applied through Microsoft Purview. This is the simplest way to manage mailbox size without deleting correspondence.
  • SharePoint and OneDrive Retention Labels: Retention labels can be applied manually or automatically to documents in SharePoint libraries and OneDrive folders. Labels define how long a document is retained and whether it should be moved to a records repository or deleted when the period expires. Auto-apply rules can target documents based on content type, sensitivity label, or age.
  • Inactive Mailboxes: When an employee leaves the organization, their mailbox can be converted to an inactive mailbox. This preserves the contents under the existing retention policy without requiring a paid license, providing a compliant and cost-effective way to archive departed employee data.

Archiving Strategies in Google Workspace

Google Workspace handles archiving primarily through Google Vault and administrative storage controls.

  • Google Vault Retention Rules: Custom retention rules define how long Gmail, Drive, and Chat data is preserved. Data covered by a Vault retention rule is protected from user deletion and remains available for search and export. When the retention period expires and no litigation hold applies, the data is purged automatically.
  • Archived User Licenses: Google offers an Archived User license for former employees. It preserves the user's data at a reduced per-user cost, keeping it accessible for compliance and legal purposes without occupying a full license seat.
  • Shared Drive Management: Moving completed project files from active shared drives into a dedicated archival shared drive with restricted access keeps the working environment clean while preserving records for future reference.

Deciding What to Archive

Not every piece of data deserves a place in the archive. Archiving indiscriminately is only marginally better than not archiving at all. Apply the following criteria to determine what belongs in archive storage.

Age-Based Rules

The simplest starting point. Email older than two years, documents not modified in 18 months, and completed project folders are all strong candidates for archiving. Age-based rules are easy to automate and cover the majority of inactive data.

Last-Accessed Date

A file modified three years ago but accessed weekly still has active business value and should remain in primary storage. Conversely, a file modified six months ago but never opened since may be a candidate for early archiving. Access patterns reveal actual usage more accurately than modification dates alone.

Business Value Assessment

Some data has enduring reference value, such as signed contracts, board minutes, and intellectual property documentation. This data should be archived with long retention periods and careful access controls. Transient data like draft documents, meeting chat logs, and internal planning notes typically has a short useful life and may warrant deletion rather than archiving.

Decision Tree: Delete, Archive, or Keep Active

When evaluating a data set, work through the following questions in order.

1. Is the data still used in daily operations? If yes, keep it active. If no, proceed.

2. Is there a legal or regulatory requirement to retain it? If yes, archive it with a retention label matching the required period. If no, proceed.

3. Does it have ongoing business reference value? If yes, archive it with a retention period that reflects its expected usefulness. If no, proceed.

4. Is a legal hold or pending investigation in place? If yes, preserve it under hold regardless of other factors. If no, proceed.

5. Has its defined retention period expired? If yes, delete it securely. If no, retain it under its current policy until the period expires.

This sequence ensures that nothing is deleted prematurely, nothing is archived unnecessarily, and active data is not buried alongside records that belong in cold storage. Revisiting the decision tree quarterly, or whenever a retention policy is updated, keeps the data estate aligned with current obligations and business needs.
